Current and former members of the Constituent Assembly, legal and constitutional experts have suggested issuing the new constitution only after finalizing the delineation of the federal units.
Speaking at an interaction program organized by Lalitpur Bar Association today, they also voiced their support for a directly elected executive head. They also stressed on the need to reflect constitutionalism and the balance of power in the draft.
On the occasion, Nepal Bar Association Chair Hari Krishna Karki said the new constitution should put an end to political instability and ensure that its provisions do not promote conflict between the judiciary and the executive.
CA member from Laltipur district Madan Bahadur Amatya said it would be difficult to work in the interest of the people unless the mentality of the leaders changes. Likewise, ex-CA member Ekraj Bhandari said that the final constitution similar to the draft will only create space for further conflict.

Likewise, former CA member Nawaraj Subedi voiced against the PR system stating that it could encourage malpractices such as trade of lawmakers and create instability.
CA member Radha Timilsina warned that they would return to agitation if their suggestions were not incorporated in the final draft of the new constitution.
CA members Chandra Ram Narayan Bidari stated that the constitution can be amended as per the need and demand of time.
District Judge Mohan Raj Bhattarai demanded independent judiciary in the new constitution.
Senior advocate Chandeshwor Shrestha argued that the Federal Commission cannot decide the demarcation of federal provinces. Constitutional expert Dilmani Pokhrel stressed on the need of competence-based appointment of Chief Justice while Nepal Bar Association General Secretary Sunil Kumar Pokhrel demanded inclusive parliament, a two-third majority provision for amendments to the constitution and direct election of the Prime Minister.
NBA former General Secretary Raman Kumar Shrestha demanded that a white paper be issued on the people's submission in the constitution draft.
